The Planning, Monitoring and Evaluation (PM&E) Framework outlined here has been developed to improve harmonization among funders of health research capacity strengthening. Its use should make it easier for recipients of funding to fulfil the PM&E obligations of different funders and facilitate synergy, division of labour and sharing of knowledge among funders.
The Framework for Linking Data with Action assists program managers and policy makers appreciate the need for good data to support decision making. It also helps those that collect data, researchers and M&E specialists, visualize how their work can be applied to the program and policy context. It facilitates all health stakeholders prioritize decisions and data-collection activities.
